Carpentersville Comprehensive Parks Master Plan
Located along the scenic Fox River, the Village of Carpentersville engaged Upland Design to complete a comprehensive park inventory and system-wide master plan for the parks it owns and manages. The effort focused on helping the Village strategically direct limited resources to expand recreational opportunities and improve access to outdoor amenities for residents.
Upland Design conducted a detailed review of all park sites and facilitated discussions with Village staff to better understand community priorities, operational challenges, and funding considerations. Existing Park facilities were evaluated for condition, functionality, and distribution throughout the community, with amenities analyzed in relation to nearby recreation resources and park district facilities.
A series of GIS-based maps and proximity analyses were developed to illustrate park access, identify service gaps, and highlight opportunities to strengthen connections between Village parks, nearby recreation facilities, and regional trail systems along the Fox River and throughout the community. These maps were incorporated into a comprehensive planning document that also included detailed park site profiles, a Level of Service evaluation, facility needs analysis, and potential funding and grant sources for future improvements.
The resulting master plan provides the Village with a practical long-range budgeting and implementation tool while also serving as important supporting documentation for future grant applications and park investment initiatives
